Let's Learn from New York: Today's Priority Issues for Buildings
Join us for the inaugural meeting of PLMA's new Building Electrification Interest Group! We'll begin with a short presentation on the policies, incentives, and on-the-ground results happening across New York State, with a focus on lessons learned and applicable opportunities for other states. Orange and Rockland Utilities will discuss its experiences and observations of electrification progress in the built environment. Then we'll seek your input and ideas on the role of buildings in enabling flexible load management, and where this new group should focus its efforts going forward.

Modeling Resource Adequacy Contributions of Demand Response with ELCC
Utility resource planners are increasingly adopting Loss of Load Probability (LOLP) modeling to assess the Resource Adequacy of their generation portfolios. In this convention, Effective Load Carrying Capability (ELCC) is used as a metric to quantify the probabilistic resource adequacy contributions of generation resources, such as solar PV, wind, and battery storage, and considers the impacts of temporal and weather-dependent resource variability along with resource saturation effects. In this presentation, E3 will leverage recent work on a DOE Connected Communities project, and present its methodology to incorporate shift and shed DR into this modeling framework. E3 will also identify trends in high value hours amid the energy transition. Improved data and modeling will help provide utility planners more certainty of the potential contributions of shift and shed DR, and will help DER practitioners realize longer-term certainty of the benefits stream of their resources.

Discussion Topics:

  • How load management supports decarbonizing the grid (ex. shifting loads from high carbon periods to carbon periods, and avoiding carbon-intensive firm generation from a reliability lens)?
  • How can load management be used to enable more decarbonization through end-use electrification? New EV and BE loads will soon run into head room limits in the existing distribution grid, and could be a major barrier to end-use decarbonization unless we manage loads and better utilize the existing (or realistically achievable) distribution grid capacity.

Each year, more utilities are developing virtual power plants (VPPs) — grid-integrated aggregations of distributed energy resources — to maintain and enhance grid reliability, resilience, safety, and affordability. VPPs can be configured to meet changing grid needs because they can flexibly provide multiple grid services (also known as “value stacking”). This workshop will cover the utility VPP adoption journey and discuss the evolution from a single-service VPP (often peak shaving, today) to a multi-service paradigm. This session will: Introduce a six-step process for developing a VPP that is included in VP3's VPP Flipbook, a collection of 14 VPP utility case studies and their implementation takeaways Showcase utilities and partners at various stages of their multi-service VPP journey, and hear about how they developed their VPPs, lessons learned, and future trajectories Discuss barriers to deploying and scaling multi-service VPPs in a diversity of states and regulatory contexts, and near-term opportunities.

Data Center Demand: Problem or Opportunity?
Analysts project that more than 50 GW of data center load could be connected to the grid by 2030.  To keep up with the pace and scale of this growth, many utilities are racing to install large gas generators, which carries various risks and runs contrary to climate goals.  At the same time, most data centers are expected to invest in gigawatts of backup generation which will sit idle, unused other than in the rare event of a power outage.

But this challenge is an opportunity.  Tapping into the flexibility of data center operations would more than double existing US utility demand response capability.  It could relieve capacity constraints, improve the affordability of data center resilience, bring data centers online faster, reduce bills for all ratepayers, and improve environmental outcomes.  This panel will explore those opportunities, address key steps to realizing them, and discuss lessons learned from recent implementation experience.
