This position will lead the Resiliency as a Service Program(s) within the Energy Efficiency Services department, and will report to the Demand Response Technical Manager.

The Resiliency as a Service (RaaS) Program is designed to offset investment in dispatchable, backup generation by leveraging the assets during favorable market conditions. Pre-qualified vendors who are provided a capacity payment for their generating assets in exchange for Austin Energy dispatch rights (outside of backup generation activities).

Major duties include:

  1. Program development – Streamline vendor intake, customer on-boarding, and project life cycle processes. Ensure that all program components comply with regulatory requirements. May also include integration of new technologies into the program (e.g. batteries).
  2. Program tracking, data, and reporting – Develop systems for tracking and reporting program efficacy, cost effectiveness, emissions, and any other data requested by customers and/or management. Use data and analytical tools to drive decisions around program design, vendor management, and customer satisfaction.
  3. Project pipeline coordination, tracking, and queue management – Create regular touch points with relevant departments to keep stakeholders informed about project statuses and timelines, and ensure ordering and integrations are proceeding on time.
  4. Contract execution and management – Execute contracts with vendors. Monitor and track compliance of vendors with contract terms.
  5. Customer communications – Develop and provide information about the program to prospective customers, provide customers with regular communications around project status and timeline.
  6. Operating procedures development – Coordinate with other participating business units to develop and maintain a set of operating guidance and procedures and ensure that they are being followed.
  7. Work with IT, Network Operations and Smart Grid to integrate new vendors into the Generation Management System.

Periodically, this position may be required to report to the commissions or City Council regarding the status of the program or specific projects. Some projects may require Council review or approval, which would require this position to assemble and present the necessary documents.
