The City of New York Department of Citywide Administrative Services (DCAS), through its Division of Energy Management, had the vision to expand an initial electricity-only Demand Response program that encompasses 470 facilities across 30 city agencies and institutions. It’s the single largest contributor to grid relief in the New York Independent System Operator NYC Zone J territory. In addition to Demand Response, DCAS’s work expanded to include Real-Time Metering (RTM) and Load Management programs. The RTM program has deployed near-real time metering for electricity use across 500 facilities, monitoring 55% of municipal peak load. The program now also includes monitoring of gas and steam usage. To help drive these programs, DCAS partnered with NuEnergen to develop data visualization tools, offer mobile access, and provide training opportunities. DCAS has also created a dedicated, in-house team with engineering and analytical expertise, undertaken proactive relationship management with facility operators, launched hands-on, peer-driven learning environments in partnership with the City University of New York’s Building Performance Lab, and offered staff recognition of outstanding efforts.

Sergey Shabalin is Director, Load Management and Utility Affairs at DCAS where he oversees several programs focused on reducing energy use, costs and carbon emissions in municipal buildings including the demand response program. He holds several certifications from various professional organizations including a C.E.M. from Association of Energy Engineers. He has a graduate degree in Energy Management from New York Institute of Technology, undergraduate degree in chemistry from New York University and background in business development and energy retrofit project management.


Martin Nolan, PE, CEM, CBCP

Martin Nolan, PE, CEM, CBCP

Martin is an Associate Engineer at DCAS and is a driven, energetic and an internationally experienced manager who after a successful career in accounting and finance, retrained and relaunched his career as an engineer. During his 10 years in MEP, he has worked on projects ranging from data centers, universities, hotels and hospitals. Now the City of New York offers new adventures such as The Met Museum, Carnegie Hall, and the Dept of Corrections. He has a B.S. Mechanical Eng. and an M.S. Electrical Eng. (Also a B.S. International Business, B.A. French and an M.S. Finance plus the CPA designation.) Fun fact, he is fluent in 4 languages: English, French, Spanish and Portuguese.


Elizabeth Taveras

Elizabeth is an Associate Engineer at DCAS where she focuses on identifying and helping to implement no/low cost HVAC operational improvements. These efforts help to reduce energy consumption at some of the most well-known NYC buildings, including the Metropolitan Museum of Art and New York City Hall. Aside from her regular duties providing engineering insight to the City's portfolio of buildings, Elizabeth also manages the load management training program, a hands-on, immersive course designed for building operators to improve operational efficiency at their buildings. Prior to her work at the City, Elizabeth was a Project Manager for the New York State Smart Grid Consortium where she worked with the NY Public Service Commission and other prominent players to guide NY policy making towards optimal smart grid implementation. Elizabeth is a certified energy manager and LEED Green Associate. She holds a Bachelor's degree in Environmental Engineering with a focus in Mechanical Engineering from Lehigh University, a Master's in Material Science and Engineering from Stony Brook University, and a Master's in Sustainability Management from Columbia University.


Laurie Duhan

Laurie Duhan has worked in the regulated utility industry for over 35 years. Currently she leads BGE’s Demand Side Management Programs, which include Residential Demand Response, Residential and Commercial Energy Efficiency and Behavioral Energy Efficiency programs. She is responsible for all aspects of these programs including strategic planning, program design, measurement and valuation, as well as meeting BGE’s EmPOWER Maryland energy efficiency goals. Prior to this position Laurie lead BGE’s Gas and Electric Customer Choice programs, allowing customers to purchase their gas and/or electricity from a licensed third-party energy supplier. Her experience in areas at BGE in both leadership and key contributor positions include Gas Pricing and Tariffs, Regulatory Accounting, Budget Analysis and Financial Planning. Prior to joining BGE, Laurie worked at Houston Lighting & Power Company. Laurie is currently a Co-Chair for PLMA’s Award Committee.
