Idaho Power Issues Request for Proposal for Electric Vehicle Demand Response Pilot

Idaho Power Company (“IPC”) is currently seeking proposals in response to this Request for Proposal (“RFP”) from Respondents offering implementation, training, documentation, support services, software and hardware (“Services”) necessary to administer and operate a potential pilot project offered to new and current residential Electric Vehicle (“EV”) owners in Idaho Power’s service area. If determined to be feasible, the proposed Pilot would operate over a two-year duration for approximately 200 EV owners. In year one, participants would be recruited, and data collected on charging habits. In year two, demand response events would be tested with additional data collected. In return for participating, customers would receive some form of credit, such as a bill credit or gift card.

This RFP process will be conducted via Idaho Power’s on-line bidding tool, Power Advocate. Santee Cooper Issues Request for Proposal for
Level 2 Electric Vehicle Supply Equipment (EVSE)

South Carolina Public Service Authority (hereinafter called “Santee Cooper”) is releasing this RFP to procure level 2 electric vehicle supply equipment (“EVSE”). This charging equipment will be placed at Santee Cooper properties and each will be designated for either corporate fleet and/or employee vehicle usage.

In 2019, Santee Cooper developed an electric vehicle (“EV”) roadmap which laid out steps that Santee Cooper will take to encourage EV adoption throughout its service territory. As part of this roadmap, Santee Cooper committed to purchasing 60 electric fleet vehicles by 2030. In addition, Santee Cooper agreed to install up to 25 level 2 charging stations for employee use by 2030. Santee Cooper currently does not have level 2 EVSE capabilities but intends to install enough level 2 EVSE to satisfy the charging needs for all of its EV fleet purchases as well as meet employee needs (up to 25 chargers).

In this RFP Santee Cooper is pursuing a one (1) year blanket order contract for procurement of electric vehicle supply equipment with the immediate procurement of eight (8) AC Level 2 EVSE chargers within 60 days of contract execution. This blanket order may be extended for up to two (2) additional years at the sole discretion of Santee Cooper. These level 2 charging stations must have technology that can capture interval charging data and can bill for usage. Upon award and signing of a contract, this RFP will allow Santee Cooper to work with the vendor for up to a 3-year period to purchase additional charging stations as needed.

Current Background

Santee Cooper has a total of approximately 150 sedans, sub-compact SUVs, and compact SUVs in its fleet. As the life of each of these vehicles runs out, Santee Cooper is analyzing driving patterns in order to choose 60 fleets to replace with either plug-hybrid or battery electric vehicles. Santee Cooper employs over 1,600 employees. Any employee who purchases an electric vehicle will be given a year of free charging at Santee Cooper properties, as well as the assurance that an additional level 2 charging station will be installed within 6 months of their purchase (up to 25 chargers).

The purposes of installing charging stations at Santee Cooper include:

  • Capturing EV interval charging data
  • Analyzing data to understand charging habits in a workplace setting
  • Fleet electrification
  • Understanding of benefits and risks of installing charging infrastructure
  • Advocating for the purchase of electric vehicles by employees and customers
  • Employee satisfaction

The first step in this process is for Santee Cooper to install level 2 EVSE. Once the charging infrastructure has been installed, Santee Cooper will pursue an online platform (in a separate RFP) that will capture and analyze the data from these charging stations. Please keep in mind that any charging station that is proposed will need to have the capability to capture and send data to an online platform at some point in the future. About Santee Cooper:

Santee Cooper is South Carolina’s state-owned electric and water utility, and the state’s largest power producer, supplying electricity to more than 189,000 retail customers directly in Berkeley, Georgetown and Horry counties. They also serve 27 large industrial customers, the cities of Bamberg and Georgetown, Joint Base Charleston, the Alabama Municipal Electric Authority, and the nine-member cities from the Piedmont Municipal Power Agency. Santee Cooper generates the power distributed by the state’s 20 electric cooperatives in all 46 counties. Approximately two million South Carolinians receive their power directly or indirectly from Santee Cooper. The utility also provides water to consumers in Berkeley, Calhoun, Dorchester, Orangeburg counties and the town of Santee. Approximately 80,000 energy-efficiency projects have been completed through Santee Cooper programs since 2009. The Myrtle Beach area is unique as it includes many second homes, vacation homes and short-term rentals. Connected Energy (UK) Leads £31m VPP Project 

Revolutionary West Sussex Project to proceed despite COVID-19

The SmartHubs Smart Local Energy Systems (SLES) project in West Sussex is looking to integrate the decarbonisation of heat, transport and energy across social housing, infrastructure and private and residential commercial properties.

Up to 350 smart solar panel and battery systems provided by Moixa are to be aggregated into a virtual power plant (VPP).

The project itself is being run by a consortium led by energy storage firm Connected Energy (UK), which is to install a 12MW/14.4MWh front-of-the-meter battery energy storage system in Sompting, as well as nine 300kW behind-the-meter battery systems across West Sussex.

PLMA Conducts Survey on COVID-19 Impacts on Utility Loads and Implications for Load Management Programs 


PLMA, in partnership with Guidehouse, is conducting an online survey of members to assess COVID-19 impacts on load management programs, especially for the upcoming summer months. The purpose of this survey is to collect information and disseminate insights on how utilities are adapting to changes/challenges from the COVID-19 crisis in terms of managing their DR resources and how load management programs are being modified to adapt to the changes. The overarching objective is to present these findings to the PLMA membership and help benefit the community of load management practitioners as we move into an unprecedented summer season.

PLMA Presents 41st Conference Online to Record Registrations

Serving as the Voice of Load Management Practitioners, PLMA Will Hold Open its 
Conference Registration to Enable Downloads of the Recorded and Live Sessions as 
Interest in the Future of Energy Continues to Grow.

Vallejo, Calif., April 21, 2020 — PLMA, the voice of load management practitioners in the energy utility industry, opened its 41st Conference yesterday, hosted online due to COVID-19 restrictions, and greeted record registrations of almost 1,100 energy utility representatives and industry allies from across the U.S., plus 25 countries worldwide.

For this first-ever online PLMA Conference, the organization plans to hold open registration to enable as many industry practitioners as possible to view the live and pre-recorded sessions that span a range of topics including demand response, distributed energy resources, customer experience, beneficial electrification, connected devices, electric vehicles, and more.

During PLMA’s board meeting, held in conjunction with the online conference, PLMA also announced two new publications, which can be downloaded from its website, including:

  • A PLMA Thought Leadership 2019 Compendium which features transcripts from 12 selected webcasts and conference sessions produced by PLMA in 2019;
  • PLMA Award-Winning Load Management Initiatives which provides transcripts of eight interviews with last year’s award-winning load management programs, which were featured in the 16th PLMA Awards.

PLMA's 42nd Conference Planned for Baltimore, MD

The 42nd PLMA Conference is scheduled for November 9th to 11th, 2020 in Baltimore, Maryland. PLMA will launch an industry-wide call for presenters in June 2020. The organization’s national conferences presented each spring and fall provide a forum for practitioners from energy utilities, solution providers and trade allies to share dynamic load management expertise, including demand response (DR) and distributed energy resources (DER). For two decades, PLMA conferences, educational programs and networking opportunities have brought member organizations together to develop, implement and share proven practices in a peer-to-peer network — offering load management leadership for the energy industry.
