The Utility Load Management Exchange's (ULME's) mission is to promote load control as a viable option for utility deployments in demand reduction, economic dispatch, and/or T&D reliability through a forum for utility staff members to share information on program design, marketing, vendor management, benefit-costs and technology deployments.  If you have attended before you may visit the private site at ULME Home where resources and past presentations are available.  Sign in required.  If you aren't registered with ULME as a rep, contact [email protected] to request authorization.

Standardizing the Way You Communicate with Your DR and DER Customers
Rolf Bienert, Managing and Technical Director, OpenADR AllianceOpenADR Alliance Logo

Cost is one of the key hurdles to overcome when implementing a new DR program or when controlling your DER solution. Learn how a standard can help you eliminate long trial periods and significantly reduce the cost to market. ULME reps will learn the basics of the OpenADR protocol and how to tailor OpenADR to different utility business models, engagement models, and regions, and you will learn about off-the-shelf interoperability for your DR and DER program.
Learning Objectives:
• How to start a DR program
• Basics of OpenADR
• Why it is important to harmonize DR programs

Solve My Problem 1: Central Hudson Seeking Feedback on Switch vs. Thermostat Performance and Accounting for Atypical Weather Conditions
Mark Sclafani, Central Hudson Gas and Electric

Central Hudson has a combination of thermostats and direct control unit (DCU) one-way paging switches. The first performance evaluation of the switches was conducted in 2018. Although they assumed switches would perform similarly to the thermostats in the program, the evaluation revealed that they were achieving 30% lower load reduction than the thermostats. Why? Thermostats were evaluated at runtime multiplied by AC load rating. The DCU’s were evaluated on a statistical sample of 190 participants with AMI meters. Are Central Hudson's measurements off base, or could switches actually perform this much lower? The 2018 resources also performed poorly as compared to years past. Part of the reason was a milder summer and lack of strong baseline days. The Central Hudson system is very "peaky" so high load days are infrequent in these mild summers. Central Hudson would like to know how others have accounted for this sort of weather variable in their calculations.

Solve My Problem 2: Help New Hampshire Electric Cooperative Find a Path to Expand and Modernize
David Erickson, New Hampshire Electric Cooperative

NHEC has a legacy direct load control system that uses the Comverge/Itron LMS control software and the Scientific Atlanta switches. The majority of the switches are on water heaters, but some are also used to control various types of space heat (electro-thermal storage and electric baseboard). The system is obviously ageing, although it is mostly still working. NHEC has an inventory of spare switches, and conduct an inspection program. The current version of the LMS software (management) is running and stable on a Windows server. NHEC is exploring options for leveraging the existing technology, expanding, modernizing and redesigning the program and seeks peer input.
